Upload for windows phone 8.1.
The name of this idea tells all about I want. Market is closed for windows phones and a lots of users of this device can`t download apps anywhere.

Windows Phone 8 and 8.1 require apps to be signed by Microsoft in order to load. Unfortunately even if we provided the app, Windows Phone would not run it unless offered through the Microsoft Store which has been shutdown:

A lot of the windows 8.1 phones can be upgraded to windows10 by using the otcupdater (Over the cable updater from microsoft). for example the 640LTE can be upgraded and works fine.
