Bitcoin Miner 1.17.0.0 now has the option for balanced and maximum performance modes.
In particular, Balanced mode will never use more than 60% of your CPU and often will use much less when it can optimize for the most profit for the least amount of work.

We just added Balanced and Performance modes to the settings page of Bitcoin Miner 1.17.0.0, which is now available for Windows 10 and Windows 8!
